Frozen Water Meters In the winters of 2006 - 2007 and 2007 - 2008 the City of Salida experienced a sharp increase in the number of frozen water meters. Unfreezing meters requires a lot of staff time from the public works department and inconvenience to residents. The City Council directed public works to investigate solutions to the problem of freezing meters. The Tree Board coordinates it's efforts with the Public Works Director to ensure city-owned trees found in the parks and between curb and sidewalk are planted in appropriate locations, pruned properly and removed when they pose a threat to public safety. According to Salida city code, property owners are responsible for minor maintenance of street trees, including watering, fertilizing, and mulching; the city has the primary responsibility for planting, trimming, spraying, removing, and replacing these trees. Before planting, trimming, or removing a street tree, property owners must obtain a free permit and pruning and removal specifications from the Public Works Department. Chapter 7, Article 7-70 of the city code regarding licensing of arborists has been extensively revised in 2007.
