Vandaveer Ranch

The Vandaveer Ranch is an undeveloped 191.6 acre parcel owned by the City of Salida southeast of the developed City. The property was purchased by the City in June of 2004 for 3.2 million dollars for the purpose of obtaining the associated water rights and developing the property to expand housing choices, develop the City's retail tax base and foster economic development. It is currently zoned as a Planned Development which provides for a variety of permitted uses. A copy of the adopted zoning is available below.

The City has been marketing the property for sale and development and is currently operating under a letter of intent with Courageux Development, LLC to negotiate the sale of the property. More information on the marketing of the property, public process and Courageux's proposal are available below.

Vandaveer Ranch Purchase and Sale Agreement

The City of Salida has been in negotiations with Courageux Development, LLC since September, 2007 for the sale of the Vandaveer Ranch. On Monday, March 17th the City Council directed the Mayor to sign the purchase and sale agreement for this sale.     RECENT ACTIVITY:
    Recent Meeting. Thursday, January 3, 2008, 7:00 p.m. at the Salida Scout Hut, 210 E. Sackett Ave. - The City Council held a workshop to further discuss the details of the preliminary terms of agreement for the sale of the Vandaveer property. These preliminary terms can be viewed as part of Resolution 2007-90 below.     Preliminary Terms of Agreement. On Monday, December 17th the City Council passed Resolution 2007-90 directing the Mayor to sign a letter outlining the preliminary terms of agreement for the sale of the Vandaveer Ranch property to Courageux, LLC. The resolution also directed the City land use attorney to begin drafting a purchase and sale agreement. The letter allows 45 days to execute the purchase and sale agreement. During the next 20 days the City Council will hold a worksession to further discuss the proposed sale of the property.

    The preliminary terms of agreement include the use of a Title 32 Metropolitan District to finance the construction of infrastructure and the golf course. To learn more about Title 32 districts please read the following booklet provided by the Colorado Department of Local Affairs (DOLA).

    Public Meeting. On Wednesday, December 12, 2007 the City Council held a public meeting regarding the sale of the Vandaveer property. The negotiation team presented the proposed terms that they have agreed upon with the developer. The Council and the public had the opportunity to review the proposed terms for the sale of the property and to comment on those terms. The meeting was recorded and broadcast on Channel 10 for those who were unable to attend.

    Courageux Development, LLC: On Monday, August 20, 2007, the City Council directed staff to develop a letter of intent with Courageux Development for the purchase of the Vandaveer Ranch. This letter provides for several months during which the City and the developer can negotiate the terms of the sale contract. Council members Hugh Young and Tom Yerkey will be working with staff and the developer to negotiate the terms of a sale.

    Courageux Development RFP Response (4 MB PDF Format) - This document is a summary of the information presented in response to the City's Request for Proposals. It also reflects the content of the public presentation by Courageux Development at the SteamPlant on August 8, 2007. Courageux's proposal includes property beyond the boarders of the City-owned Vandaveer Ranch property some of which are not currently within the municipal boundary.

    PUBLIC COMMENT: Well over 150 citizens came to the Salida SteamPlant on Wednesday, August 8th to see presentations by the two development teams Barsocchi & Co. and Courageux Development.     Vandaveer RFP (264 KB PDF Format) - The Request for Proposals was issued to Courageux Development and Barsocchi & Co on April 2, 2007.

    Vandaveer RFQ (483 KB PDF Format) - The Request for Qualifications was issued on January 8, 2007. In addition to being mailed directly to a number of progressive and prominent Colorado developers, the RFQ was advertised on the City website, in the Denver Business Journal, Colorado Real Estate Journal, Colorado Springs Business Journal and The Mountain Mail.

    Vandaveer Ranch Overall Development Plan - The Vandaveer Ranch has been annexed into the City of Salida and has been zoned as the Vandaveer Ranch Planned Development. This document is the adopted zoning and entitlements for the property.

    Zoning Open House - These slides were presented at the August 2, 2006 open house on the overall development plan. They provide an overview of the public process, goals for the project and highlights of each zone district.

    Vandaveer Purchase Agreement - This is the purchase agreement between the City of Salida and the Vandaveer family. The deed outlines the details of the payment schedule for how the Vandaveers will receive payment over a multi-year period. Attachment C to the deed details how the property can be released for sale including the maximum numbers of acres per year.
