Events and Announcements Salida Chip Seal Project Click here for timeline and information. The Chip Seal project will be starting on Monday, June 1, 2009. The work will include a chip seal overlay. Salida Regional Transportation Plan - Public Hearing July 15th - Review the draft plan Click here for more information. Below is the draft of the Salida Regional Transportation Plan, which is being created by the Salida Regional Planning Commission (RPC). The Salida RPC was formed in 2008 and is composed of six-members -- three members from each of the Planning Commissions from the City Salida and Chaffee County. The Salida RPC is a board that makes recommendations on land use issues in and around Salida to the Salida City Council and to the Board of County Commissioners. The draft Regional Transportation Plan has been developed over the past 10 months by Salida area citizens who attended several public participation events. Planning staff from both the City and the County provided various exercises where citizens made recommendations on existing and future transportation systems around Salida. These recommendations have been refined by the Salida RPC and City of Salida and Chaffee County staff, and are now ready for additional review. The Salida RPC would like your input to understand your specific needs regarding future transportation connections, problem intersections, neighborhood concerns, or other issues that may not have been addressed. Most specifically, Map No. 10 Overall Future Transportation Map, shows the future connections that have been suggested by the citizens at the public participation events. This map will be the basis for future development. If you have any questions, please call Kim Antonucci, County Planner at 530.5567 or Michael Yerman, City Planner at 539.4555. We encourage your participation in this process and believe that this can be a powerful tool in helping to achieve our community's goals. We are accepting comments for the next draft until June 27th. The Regional Planning Commission will hold a public hearing on the revised draft at their regular meeting July 15th at 6:00 p.m. in the Council Chambers at 125 E. Third Street in Salida. New Carbon Monoxide Regulations take effect July 1, 2009 Click here for more information. Colorado House Bill 09-1091 requiring carbon monoxide detectors alarms be installed in residential properties takes effect July 1, 2009. Click here to read HB 09-1091 (406 KB PDF Format). This Act enacted by the General Assembly of the State of Colorado created a new section in the Colorado Revised Statutes addressing carbon monoxide safety. This section is found in Title 38, Article 45 of the Colorado Revised Statutes. All building permits for residential structures will now require the installation of carbon monoxide alarms if the structure has an attached garage or contains fuel-fired appliances. Operational carbon monoxide alarms must be installed within fifteen (15) feet of each bedroom in the residence. This Act applies to all new residential structures or existing residences that have an attached garage or fuel-fired appliances. The alarms must be installed in existing residences prior to sale of the property or when a building permit is issued for interior alterations, repairs, fuel-fired appliance replacements or additions or where bedrooms are added to the residence. In addition, all rental properties with fuel-fired appliances or attached garages must have carbon monoxide alarms after July 1st. The Chaffee County Building Department will enforce this state law for all residential building permits issued on or after July 1, 2009. Carbon monoxide alarms must be installed prior to issuance of any certificate of occupancy for such permits.

The ordinance was passed on first reading April 7, 2009 by the City Council. After a public hearing on second reading on April 21st, the City Council remanded the application back to the Planning Commission for further discussion. The Planning Commission discussed the proposal during their regular meeting on Tuesday, May 26th at 6:00 p.m. They held a public hearing on the matter on Tuesday, June 30th. At the June 30th meeting the Commission continued the hearing to allow time for staff to look into the proposed height restrictions. They also moved to remove the 200 block of E Street from the Overlay.
The following is the staff memo for second reading and the ordinance approved by Council on April 7th. In addition, there is a PDF file of the presentation from the April 7th meeting and a letter of public comment prepared for the April 21st meeting.
Residents and property owners in the neighborhood east of downtown are concerned about maintaining the character of the neighborhood as the area gains popularity and further development becomes more likely. Marilyn Moore and Kathryn Hardgrave have sent out a number of mailings to residents and hosted several neighborhood meetings on the topic. Based on feedback from the neighborhood, staff has assisted Marilyn and Kathryn in drafting some possible design guidelines for the neighborhood. These guidelines could be adopted by the City as part of a zoning overlay for this neighborhood. On Monday, September 22, 2008 the Planning Commission recommended the Council adopt the proposed regulations with some suggested modifciations. The City Council held a work session about the proposed overlay on Monday, March 9, 2009. The purpose of the work session was to inform the City Council about the process to date and to hear any of their initial feedback before a public hearing date is set. The following information was presented to the City Council during their March 9th work session.

Protest to the City Clerk's March 18, 2009 Determination regarding initiative petition sufficiency Click here for more information. Hearing Officer Kathryn Young finds petitions insufficient On May 5, 2009 City Clerk Janella Martinez received the decision from Kathryn Young, the Hearing Officer appointed to rule on the question of whether Clerk Martinez appropriately applied the law when rejecting the signatures collected by the Salida Visitors Group. Salida Visitors Group, a group representing some of the Salida lodging providers, collected signatures in an effort to change the wording in the City Ordinance imposing the Occupational Lodging Tax enacted earlier this year. Ms. Young ruled in favor of the City, finding the petitions insufficient. Ms. Young, the Colorado Springs City Clerk, was appointed by the Salida City Council to serve as the hearing officer, thus bringing an impartial third party in to conduct the review. Ms. Young has extensive experience in election proceedings and has acted as an administrative hearing officer in other venues. Mrs. Martinez, “I am very relieved with the outcome of the hearing. It is very comforting to have a review of your work to be found consistent with the law.” The Salida Visitors Group will now have to make a decision whether or not to file an appeal to District Court, or begin the petition process again to collect signatures to change the ordinance language or to repeal the tax. The city will continue to collect the tax and to make improvements with the proceeds, such as those currently being constructed at the pool. City Administrator Jack Lewis, “it is truly my hope that the Salida Visitors Group will drop the effort so we can start to focus on the future and all the good things we can accomplish with the tax proceeds to enhance our recreational opportunities. I am committed to work with the lodging community as well as the rest of the business community in working to enhance Salida's future.

Call the Wastewater Treatment Plant to set a time for pickup. Monday through Friday, 8:00 A.M. to 12:00 P.M and 12:30 P.M to 3:00 P.M. No weekends unless arrangements have been made.
U.S. Highway 50 Streetscape Improvement - Bid documents available Click here for more information. Design and engineering for the Highway 50 streetscape project is complete. The project is now out to bid. Bid packets are available at City Hall. There is a mandatory pre-bid meeting on Monday, June 29th. Bids are due on July 14th. The project includes sidewalks, parkways and streetlights along both sides of the highway between the intersections with CR 107 and Holman Avenue. The design will be the same as that found in front of the new Sherwin Williams/Family Dollar/Auto Zone location. More information about Highway 50 and the concept plan behind the current design can be found in the Highway Corridor Improvement Plan (7.3 MB PDF Format). This project is proceeding with the benefit of American Recovery Reinvestment Act (stimulus) funding and with no direct cost to the adjacent property owners. The project will proceed along both sides of the highway in this area regardless of whether the adjacent properties are within in city or in the county. All new construction or substantial redevelopment projects along Highway 50 in the city will be required to install similar improvements in the future. Chaffee Housing Trust Seeking Homebuyers Click here for more information. The Chaffee Housing Trust has recently hosted workshops to give potential homebuyers information on the application process, including qualification requirements, how to prepare for getting a mortgage and buying a CHT home. Initial CHT applications were provided, as well as a checklist of items that potential homeowners will need to compile to prepare for applying for a mortgage. All prospective homebuyers need to have attended one of these workshops. If a potential buyer missed the workshop, they should contact Read McCulloch at 207-4348 as soon as possible. The CHT plans on having its first units available in the fall of 2009. Potential homebuyers will need to plan far in advance to be ready for purchase, including goal setting and home purchase planning and a commitment to working through the details of information gathering for the application process. These workshops are designed to help applicants prepare for the home buying process. Many potential homebuyers may not realize that they can afford to buy a home through the Chaffee Housing Trust. The CHT is targeting essential workforce county residents, including teachers and school employees, fire/policemen, county and city employees, hospital workers and other caregivers, construction workers, etc. Households with incomes ranging from under $30,000 for an individual, to over $50,000 for a household of five can qualify. Prospective homebuyers are strongly encouraged to come and learn about the opportunities available through the CHT.
