Affordable Senior Housing Project ("Scott Street")

Project Overview

In 2024, the City of Salida received a grant through the Colorado Housing and Finance Authority (CHFA) to assist with the purchase 507 Scott Street, a 2.6-acre property located behind the new Fire Station. The intended use for the property, which is also required by the grant, is to support an Affordable Senior Housing project and public park. The City acquired the land in May of 2025 and it was annexed into city limits and zoned High-Density Residential (R-3) soon after. In July 2025, the City publicly issued a Request for Proposal for the project. After a review committee interviewed qualifying teams and proposed a Developer selection, City Council approved contracting with Northpointe Development to begin collaboration and design. 

The teams worked closely to develop a schematic design which was presented to City Council for preliminary approval prior to applying for additional grants. The team then applied for the 9% Low-Income Housing Tax Credit (LIHTC) grant in February 2026. Unfortunately, because the competitive nature of the grant with less funds than project applications, this project was not selected. The teams will continue to seek grants for portions of the project and plan to resubmit again in the next grant cycle in early 2027. If awarded, the 9% grant will fund a significant portion of the project. The design currently includes 40 residential units, which will serve local seniors making 30-80% Area Median Income (AMI). A minimum 1-acre public park is planned on the western portion of the property. 

Public & Council Engagement 

On October 8, 2025, the City and the Northpointe Development team held the first public outreach meeting. A project overview and presentation were given by city staff, Northpointe, and the designated design team, Shopworks Architecture. A digital recording of the meeting can be viewed here.

Our second public engagement opportunity was held on Monday December 8, 2025. The team shared updated concepts, answered questions, and outlined the upcoming timeline for pursuing funding. A digital recording of the meeting can be viewed here

The latest concept design went in front of City Council for initial feedback and a received a high-level approval during the work session on Monday, December 15th.
